Pentagon Report Outlines Fast Track PLA Modernisation
The Annual Report of the Department of Defence colloquially known as Pentagon’s Report on China’s Military Power has been released. The Report is mandated by the US Congress and provides a bird’s eye view each year of developments in the People’s Liberation Army (PLA). An overview read in conjunction with the China’s White Paper on Defence 2010 highlights a significant trend, fast track modernization of the PLA.
Nepal gets its 4th Prime Minister in 3 years
Following the resignation of NCP-UML Prime Minister Jhala Nath Khanal the Constituent Assembly (CA) met in Kathmandu on October 28, 2011 and elected Maoist leader Dr. Baburam Bhattarai as the 4th Prime Minister since 2008 when the country was declared a Republic. Dr. Bhattarai and MPRF (D) leader Bijaya Kumar Gachhadar were administered the oath of office as Prime Minister and Deputy PM respectively by the President on Aug. 29, 2011. Dr. Bhattarai is the second Maoist leader after Prachanda to assume this responsibility.
Growing Pakistani Arsenal; Implications for India
Indian policy and strategic establishment is exhibiting little or no concern about growing Pakistani nuclear arsenal, this is despite the fact that Pakistan is touted to have more nuclear weapons than UK and has emerged as the fifth largest nuclear weapon state behind, USA, Russia, China and France.
Ombudsman or Lokpal?
As early as 1809, Sweden created an Ombudsman whose main job was to provide a forum for ventilation and remedy of public grievances against government and its officials for their inaction or unjust actions. Obviously corruption was not so much an issue for Sweden, but arbitrariness and wilfulness of government was an issue which agitated the people.
Allergies from The Arab Spring in India
The tremors from the convulsions wracking the Arab world are being felt in India too, in the amplitude that the Hazare drama is acquiring. This may not be grasped immediately as independent India has an autonomous record of organising non-violent political and social protests that have undone governments in the past, especially on the moral issue of corruption.
PM Bails Out Pakistan
To compensate Pakistan for the losses caused by the flood last year, the European Council offered it tariff concession on 75 items. India had opposed it on the ground that it would hurt the interest of our exporters. The Prime Minister’s decision to reverse India’s position not only comes as a surprise but also shows he is soft on Pakistan According to a recent newspaper report, the Prime Minister has “ordered officials to withdraw India’s official opposition at the World Trade Organisation to a concessional trade package offered by the European Union to Pakistan.”
Handling Public Agitations and Movements
India is witnessing a situation in which a group of people claiming to represent the civil society have launched a movement whose stated objective is to eliminate corruption but whose focussed objective is to make government legislate a Bill to create the institution of Lokpal (Ombudsman), or a people’s watchdog. There is nothing very original about the concept of a Lokpal because in the Scandinavian countries, in particular Sweden, the office of ombudsman has been in existence since the early twentieth century.
