The Chennai Connect in Sino Indian Relations: Assessing the Second India-China informal Summit at Mamallapuram, 11-12 October 2019
The optics of the second Sino-Indian informal summit held at the UN Educational, Scientific and Cultural Organisation (UNESCO) World Heritage site Mamallapuram in Tamil Nadu was great. Chinese President Xi was given a warm welcome by Prime Minister Modi and taken on a tour of the stunning rock cut 7th century shore temples of Mamallapuram, depicting the scenes from the Mahabharat. Modi also presented President Xi a Kanjeevaram silk cloth bearing Xi’s portrait. President Xi said that he was ‘overwhelmed’ by the warmth and hospitality of the host.
Will DaMo help NaMo and Xi at Mahabalipuram?
It is strategic civilisational diplomacy at its symbolic best. Narendra Modi found that his second informal summit with Xi Jinping at Mahabalipuram in 2019 had been fixed 1,500 years ago by a prince of the Pallava dynasty, which ruled Mahabalipuram from Kanchipuram. The Pallava prince from Kanchipuram renounced the throne, became a Buddhist monk, known as Bodhi Dharma in India and DaMo in China, almost like how prince Siddhartha became Buddha. His guru asked him to go to Zhen Dan- today’s China.
Chinese Investments in Nepal in the Context of BRI
All countries, big or small, promote investment as it plays a crucial role in capital formation and in increasing production, generating employment opportunities and boosting exports. Foreign investment is required when the domestic investment proves inadequate in meeting the requirements. In Nepal, a number of policies have been formulated to attract foreign investment.
Indic Statecraft and Indo-Pacific
India’s cartographic delimitation of Indo-Pacific broadly encompasses sea space from the western Pacific Ocean through Southeast Asia to the western Indian Ocean along the east coast of Africa. In this sea space it pursues an ‘eclectic blend’ of ‘constructivism’ and ‘realism’1 and showcases how a civilisational power with a long history of socio-cultural engagement and trade, premises its contemporary diplomacy and economic engagements.
Building Indigenous Missile Capability - An Imperative
When the Integrated Guided Missile Development Programme (IGMDP) was sanctioned way back in 1982-83, Agni Missile was not even a part of the four missile Projects in its development agenda which included the Prithvi Short Range Surface-to-Surface Missile, Trishul Short Range Surface-to-Air Missile (SRSAM), Akash Medium Range Missile (MRSAM) and Nag Anti-Tank Missile. Agni was simply conceived as a technology demonstrator.

The Global Commission on the Stability of Cyber Space (GCSC), set up by The Hague Center for Strategic Studies and East-West Institute (EWI) in March 2017, in the Munich Security Conference will shortly release its report on norms of responsible state behaviour in November 2019 (
