US-SOUTH KOREA JOINT EXERCISE INCREASING CHINESE NAVAL ASSERTIVENESS: CAUSE FOR CONCERN

The Cheonon Incident On 26 Mar10, the South Korean Naval Ship Cheonon sank off the Coast of Korea. 46 South Korean sailors perished. A South Korean led international team of investigators determined that a torpedo fired from a North Korean submarine sank the Cheonon. North Korea however strongly refuted these allegations. This led to outrage in South Korea and the USA. The matter was discussed at the Asian Security Forum held at Hanoi recently. The US Foreign Secretary Hillary Clinton has announced a slew of sanctions designed to deny luxury goods to the North Korean elite and strangle funding for the nuclear program.

Our language has let us down in talks with Pakistan

Language is the handmaiden of diplomacy as it is through words, spoken or written, through which one's message is conveyed. Effective diplomacy, therefore, demands precision in the use of language, as all its processes such as communicating, negotiating and evolving agreements require the projection of views with complete clarity and unambiguity. Sir Ernest Satow's classic Guide to Diplomatic Practice puts this truism in the following terms: 'The use of clear and definite language should in all cases be secured, the meaning of which shall not be open to doubt or dispute.'

The Prime Minister has consistently called Left Wing Extremism (LWE) as India’s greatest internal security threat. The threat assessment however, differs sharply from response realities. For over a decade, the Indian nation state has seriously underestimated the Maoist threat and under-resourced the battle against this grave menace. he major lesson we should draw from the foreign minister-level talks is that Pakistan is not serious about addressing our concerns on terrorism. This should have been clear to us long ago because we have been talking to Pakistan on terrorism ever since 1997, says Satish Chandra, the former deputy national security advisor and distinguished fellow, Vivekananda International Foundation. The recently held India-Pakistan foreign minister level talks designed to bridge the trust deficit between the two countries have only served to accentuate it.

There were considerable enthusiasms in Pakistan prior to President Asif Ali Zardai’s visit to China which ended with much less triumph because the two main areas of negotiations, namely, civil nuclear energy cooperation and China-Pakistan railway links did not bring out the expected results. Any agreement on civil nuclear energy between the two countries, if signed in future, will not only affect India, but also damage China’s credibility with developed countries zealously safeguarding the status quo of the global nuclear non-proliferation regime.

It is not clear what External Affairs Minister’s visit to Pakistan in mid-July can realistically achieve in bridging the trust deficit between India and Pakistan. This distrust spans sixty three years. So long as Pakistan persists with its claim on Kashmir, pursues confrontationist policies, rejects substantive steps towards normalization, uses Islam as a rallying force against India and resorts to terrorism to bleed it, the existing trust deficit will endure whatever Pakistani’s diplomatic protestations and India’s hopes.

With the Americans having conceded a central role to Pakistan in the latest round of the never-ending ‘endgame’ in Afghanistan, the spectre of Taliban returning to power in Kabul is all too real for countries with vital interests in Afghanistan to ignore. Unfortunately, despite sharing deep antipathy for the Taliban, important regional powers like India, Iran and Russia are unable to read from the same page on how to counter Pakistan's pernicious game-plan in Afghanistan which also holds extremely serious ramifications for their own security.
